Interesting survey.
We are doing some work in that area.

It's my personal belief that it makes sense to teach all students LaTeX commands. I say this because using LaTeX as a starting point one can:
Input math formula into applications using:
1. a keyboard;
2. alternate input devices;
3. handwriting recognition;
4. speech recognition;
Receiving feedback on the accuracy of the input using:
1. visual feedback;
2. text-to-speech;
3. Braille display;
4. other alternate output devices;
In addition, one can faitly easily convert LaTeX into many other desirable formats such as:
1. MathML;
2. DAISY;
3. Word 2007;
4. Nemeth Braille Code; and
5. speech; and
6. tactile diagrams.

As the solution in question is to be used as part of the nation-wide Danish benchmarking system in mainstream schools, the solution needs to support not only people with special needs but also mainstream users.
If anyone has done any research into this that they would like to share, I would greatly appreciate a hint.
