What information are you seeking?
A colleague has considerable experience with accessible maps, charts and graphs, as well as for the software tools that produce such. In addition he and I have experience with some software and hardware that can produce tactile graphics of all types, including maps, and integrate with a computer to produce speech output for locations and information on the tactile map.
If you provide some further information I'll see how we can help by our own experiences and by directing you to some of the vendors that we know of.

I don't know -- but you might check with the Smith-Kettlewell Institute in San Francisco, as they have done a good bit of work with producing tactile maps lately.
