[SEC508] Initial Vista testing

FYI,

Vista - Display settings - color, contrast, and some sizing were tested.
Big issue is that the DPI settings for font size required Admin rights
to change and this could be an issue for anyone with user-only
permissions who needs to increase their font.  Not an FDCC but rather
Admin issue.

Sticky keys, filter keys, and mouse settings were all accessible and
required only user level access.  Not affected by FDCC.

The GPO will have to be modified for those in AT that need the
CTRL-ALT-DEL combination to log in turned off.
