This is to address questions Tim Creagan, of the Access Board, posed regarding whether TreasuryDirect's use of access cards took into consideration those with disabilities.  The following is information the Bureau of the Public Debt gathered in connection with a public inquiry.

Access cards were introduced as an additional layer of security with the introduction of marketable securities into TreasuryDirect in October 2005 since their inclusion increased Treasury's exposure for potential large dollar loss.  At that time Public Debt  conducted a comprehensive review of TreasuryDirect, including private and public sector research on customer authentication.

In considering the optimal product we considered minimal impact on TreasuryDirect infrastructure/operations, compliance with Section 508 regulations, user friendliness, and potential as an enterprise-wide solution for user authentication. The evaluation team identified three products and of the three, the grid card was the most user-friendly.

TreasuryDirect considered accommodations to those with disabilities and we believe we are compliant with Section 508 of the Rehabilitation Act of 1973.  We also obtained a quantity of braille access cards and have distributed a number of those.  Additionally, we have a customer-service representative who .....can  We feel confident that the system meets the criteria set forth in Subpart A, Web-based Intranet and Internet Information and Application (1194.22), Functional Performance Criteria (Subpart C), and Information, Documentation and Support (Subpart D) of the amended Rehabilitation Act that requires Federal Agencies to make their electronic and information technology accessible to people with disabilities.
