Kelly et al,

My analysis is that the physical access card mailed out by Treasury Direct
is not a S508 issue. It is one of the facets of their comprehensive security
system. By mailing out a card to the registered address, they also verify
that the stated address of the investor is correct. 
The access card is not EIT and is not covered by S508. One can surely
request for an access card in alternative format. I asked for it in
electronic form (Excel file) but they offered to send out in Braille format
if I wished.

Well I surely like to do things independently too.  But I am not averse to
getting help and getting on with the job.  That is what I meant by asking a
sighted person to help putting the contents of the card in an Excel file.
After that one is not dependent on anyone to sign in.  This of course
assumed one had the normal card already.

I haven't received my card yet but quite honestly I'm not interested in work
arounds.  To me this is exactly the sort of thing section 508 is supposed to
address so we don't need to use work arounds to get accessible services from
our government.

I've sent inquiries and appreciate the info that was provided here.  We'll
see what happens.

As I know, the Treasury Direct's Access Card lists 50 characters in a 10
column x 5 row grid. One gets the card in the mail. The easiest workaround
is to get sighted assistance  (if needed) to create a read-only Excel file
with this grid of 50 characters from the card.
Then one can always use this Excel file during login process to  figure out
the code to be entered.
I am unaware of TD sending out Access Cards in alternate accessible format.
Perhaps one should ask. 
Although the login process says one should use the virtual keyboard and
mouse-click the characters in the password and the other code (based on
Access Card), the good thing is that one can still use a keyboard to  tab to
the characters and enter them. This is inefficient for keyboard-only users.
JAWS users can use Ins+F5 and quickly go to the required character.

However, I have seen a website of another financial institution which
requires password entry only via mouse clicks and it is very frustrating.
The sign-in process also requires one to select an image from a list...
apparently the images have no alt attributes so nothing gets rendered via a
screen reader. 

Writing to these webmasters gets a typical answer: security considerations
require them to adopt this process... sorry for the inconvenience... We will
look into it but not sure we can change it to make it work for everyone.

Hello,

I recently received mail from Treasury Direct where you can buy various
savings bonds from the U.S. Government talking about sign in changes.
Basically they are going to mail out some sort of cards with serial numbers
where you must then enter the number off the card as part of the sign into
the web site.  Details are at

I searched around the web site but so far didn't find anything about
accessible options for these cards.  I'll be following up with any contacts
I can find but was curious if anyone knew more about this or any accessible
options for this card?
