Re: [SEC508] alt attributes using Firefox on two sites

Briefly, the difference results from use of the title attribute in addition
to the alt attribute.

Unlike Internet Explorer, Firefox does not display the alt as a typical
'tooltip'; yet that does not mean the alt statement is not read by AT
devices. The W3C site assigns a value to the title attribute in the anchor
tag (i.e., <a title="">), which is displayed like a tootltip, and the it
also uses the img alt. The Access Board site does not employ this strategy,
just the img alt.

I have had an interesting inquiry from someone who is using Firefox and
they say that the alt tags aren't showing up for the site
www.access-board.gov, yet when the individual goes to the site
http://www.w3.org/WAI/
the alt attributes show up. I have no idea if they are using AT or not.
Does anyone know if FF responds differently than IE to alt attributes?
