Loretta,
Actually we're the ones who create the PDFs (mostly) from various source
documents that the content providers give us. The problem is that it is
not currently possible to tag the PDFs to make the following kinds of
complex formatting accessible:
charts
complex data tables
greek symbols embedded in text
economic equations
But even if it were, we still don't have the human resources available to
do so within the time constraints we operate under.
So we're looking for a vendor to whom we can give the source documents, who
would then create compliant HTML for us that we would then publish along
with the PDF version.

Kristin,
I realize you may not have control over the PDF files that are delivered
to
you, but is there any way you could request that the content providers send
you tagged PDF? Then you could save as HTML from Acrobat and get reliable
results.
