Hi, Kristin.
I'm not in a position to recommend such a vendor based on experience. But
you might want to check out the database of vendors who have registered
their accessibility-related services on the www.section508.gov website. By
searching the "Buy Accessible Services" portion of the database with the
keyword "pdf", I got the following results:

Be aware, though, that this is unverified self-reporting of expertise by the
individual vendors. As one of the disclaimers on the website says:
"Vendor participation is voluntary. The vendors maintain their own
information on their site. The government does not endorse or guarantee the
accessibility of any product listed. This database is provided strictly to
facilitate the market research and selection processes of Federal agencies.
Federal personnel should also note that additional market research may be
necessary as some vendors may not yet have updated the database with their
product information. Under Section 508 FAR guidance, due diligence is
required in the conduct of market research and requirements development
relative to Section 508 requirements."
In other words, buyer be(a)ware.

We have a number of documents that are only available in PDF on our site,
primarily because we have a short lead time between when we receive the
documents from the content providers and when they are scheduled to be
posted. Most have complex formatting. We do not have sufficient human
resources to create HTML versions of these documents ourselves. We are
considering putting out an RFP for a contractor who would do this for us on
an ongoing basis. Does anyone have any suggestions of companies we should
consider?
