Any database initiative should leverage the two primary technical databases
already in place:
The Defense Technical Information Center at http://www.dtic.mil
The National Technical Information Service (Dept of Commerce) at
http://www.ntis.gov

Somebody with more technical expertise needs to assess the suitability of
the resources as hosts and the impacts of adding the Accessibility data to
the existing collections. The National Institute for Standards and
Technology might be another logical candidate at http://www.nist.gov
