The problems I brouht up are probably explained by your response.  However,
the real world is that to be effective and competitive in government or
anywhere else, requires the systems which are to to be procured, work as a
system.  When the DOD buys an airplane, they rely on the systems integrator
to assure the system meets its specs.  I believe the same standard must be
applied here.
