   - a, b, and c are not mutually exclusive. Are several text
     equivalents required if all are true?

   - "non-text content" is not a closed definition and therefore
     cannot be tested. I think this term needs a much stronger
     definition.

   - I don't know how "real-time" and "not time-sensitive"
     relate. Please clarify.

   - In 5., I don't think the distinction between "providing a 
     substitute" and "providing a link to a substitute" is
     significant. If, in general, I cannot satisfy the
     requirements by providing a set of linked resources, then
     I think that's a larger problem.

Proposal discussed in the September 16, 2004 telecon

resolved to include revisions to guideline 1.1 based on proposal, revising item
#5 to read:

Non-text content that does not provide information, functionality, sensory
experience and is neither multimedia nor time-dependent interactive content, is
marked such that it can be ignored by assistive technology.

The phrase "text alternatives" should *not* be hyphenated. See

Closing all issues changed to "VERIFIED" prior to 01 July 2005. Following the
30
June public WD, all reviewers received a personalized email describing how
their
issues had been addressed.
